On the 31 August 2009, Henry Cator signed, on behalf of ADA the Bordeaux Declaration on public water management issues. This declaration has been developed by EUWMA (the European Union of Water Management Associations) and identifies; the common challenges faced by members across Europe, and what member Associations (such as ADA) can offer to help meet these challenges.
The Declaration states that ADA, as a member of EUWMA, provides its members with the facility to share and transfer ideas, knowledge and experiences in water management issues and upholds a tradition of involving and engaging with stakeholders to create a common ownership of water issues within member nations and across Europe.
For each EUWMA member to carry out their tasks and responsibilities the Declaration asks the European Union to:
- pay more attention to the importance of the subsidiarity principle with regard to proposed measures, implementation of measures, monitoring duties and reporting requirements;
- prioritise water management issues in the allocation of European funds, with limited administrative requirements, to develop and carry out Water Framework Directive (WFD) related projects;
- develop coherent European policy to minimize [administrative] constraints for water management organizations to reach realistic objectives;
- provide the opportunity to share members knowledge and experiences with European decision makers with regard to water management issues.
The final full text of the Declaration was provided to EUWMA members in January 2010 following a detailed drafting process and is now available to download below.
